Urgent Request

A resident family, the Usman’s, are experiencing a crisis right now. The husband/father Sal Usman was in a near fatal car accident last week. He is in Trauma ICU and will likely be in hospital for 2 months.
Meanwhile, his wife Debi and 2 middleschool kids, Kasi & Alex are in need of any assistance folks can offer. Debi is trying to keep their auto shop going, working 2 jobs (Lucky Stars) and running between hospital as well. Many of the Farms Moms are banding together to try to help w/food ect. as the need is urgent.

The JFR meeting scheduled for Thursday, November 12, has been cancelled due to a double booking at the Elks Lodge. We checked with the churches and there was no space available, and if we used Fire/Rescue Station 14, the weather seemed  unsettled enough to make that impractical,
 
So, with no meeting Thursday, save the following Thursday, November 19 to come out to the SIRWCD meeitng to be counted against initiating the legislative process to get SIRWCD permission to offer Water and Sewer to Jupiter Farms!

Sorry, about the cancellation – but attached is information about contributing monies and food stuffs for the Thanksgiving Dinner Drive that JFR is partnering with the Jupiter Elks Lodge.  $12 or so will buy all the special dishes that make a turkey dinner a family Thanksgiving Dinner. Please be generous and share with those less fortunate.

Country Mulch

     SWA reported at its Wednesday, October 7 meeting that the Country Mulch/Amerigrow permit had been surrendered.  Code Enforcement will cite them now and give them 45 days to submit a clean-up plan.  County Staff and Commissioner Marcus are keeping in touch with Mr. Howard on a weekly basis to make sure the plan gets done and is workable.  I believe Mr. Howard has until November 14 to submit a clean-up plan to Code Enforcement. They didn’t want to go until the 45th day, before getting the ball rolling.  If you need solid dates/facts, you can call Bobbi Boynton at Code Enforcement at 233-5500.

     As of October 27, Code Enforcement issued a Notice of Violation to the Country Mulch facility for operating a composting facility without prior approvals. They were granted a 90 day window for compliance. Stay tuned for more developments, of come to the Thursday, November 12 JFR meeting.

Church By Right Approval ULDC Change

     The portion of the proposed ULDC changes applying to Places of Worship was deferred by the Board of County Commissioners to January 2010 in order to clarify the perceived issues and provisions for retroactive affect. In the Letters to the Editor is a copy of the letter submitted by JFR to be part of the record of the Thursday, October 22 Board of County Commissioners meeting.

     The County is setting up a conference, scheduled for Friday, November 13, with concerned residents, including those who spoke at the Commissioners’ meeting, the County Attorney and County staff. The County will review the Federal case law, their intent as reflected in the draft ULDC change language. The County will solicit the opinions and suggestions from County residents. 

Community Bulletin Boards

     Code Enforcement cited the Community Bulletin Boards in Jupiter Farms Center. Because 1) they could not locate the original permits for the boards, and 2) all the commercial ‘”wire” signs surrounding the boards. The areas have been cleaned up, but the boards are temporarily until we locate the permits for the signs. Center management says they were permitted at the same time as the large sign, part of the perimeter fence, at the corner of Jupiter Farms and Indiantown Roads.

     The plastic signs on the wire standards that wave in the breeze on the side of the roads are not legal unless they are on private property, and have to be OK’d by the property owner. If they are in the right of way, no matter what they are advertising, Code Enforcement can remove them at any time.

     When we have either verified that the two boards are permitted or when we go in again for permit, the one by Park Avenue BBQ will be reset, and the one on he west side of the north/south road will be repaired.

     These are community boards for use by individuals, such as lost and found signs, and notices from non-profit organizations. This will be enforced when the boards are re-opened. There are to be no commercial signs, and all signs, particularly lost and found or pet sale signs, are to be dated, and put up with thumb tacks or push pins – no more 4” nails – the reverse sides of the boards were a dangerous bed of nails if anyone fell against them!

Seventh Day Adventist Church

     JFR was forwarded a copy of the final site plan that encompasses all the agreed changes and Conditions of Approval will be available for review at the Jupiter Farms Residents Board of Directors meeting, Wednesday, November 4. Call if you’d like to see the drawings, 252-9004. Cotleur and Hearing confirms that the church plans to go for their final DRO approval, Wednesday, November 11. We’ll let everyone know at the Thursday, November 12 JFR meeting if they received approval or if there are still issues to be resolved.

South Indian River Water Control District

Water & Sewer Legislation

     At its August 20 regular monthly meeting of the Board of Supervisors, Supervisor Bob Berman, PBCE resident, proposed that SIRWCD pursue the necessary legislative changes to be able to bring water and sewer to Jupiter Farms should the residents petition for the services. At the September 12 JFR meeting, Mike Danchuk, a PBCE SIRWCD Supervisor took a straw vote of the members present asking if they favored, or didn’t favor the SIRWCD’s motion towards permitting city water and sewage collection. Sixty plus voted against SIRWCD’s action – one voted for it. Mike Danchuk pledged to raise the issue again at the next SIRWCD meeting with a view to rescinding the August 20 motion.

     At the September 17 Annual Meeting, Supervisor Tom Rice urged all present to sign an opinion poll again asking if landowners present favored or were against the August 20 motion. Again, the tally was one for and all the rest against. Presiding Officer Rice said the Board would address the motion at its October meeting.

     The Jupiter Farms community was all set for the October 15 regular meeting of the SIRWCD Board of Supervisors, when it was cancelled because, we were told “there were no issues to come before the Board. The next SIRWCD meeting is Thursday, November 19.

SIRWCD paving and Board of Supervisors elections

     Because the Palm Beach County Supervisor of Elections office has had insufficient control of SIRWCD elections to ensure their integrity, the office will no longer certify the elections nor take any part in handling the elections. Because the enabling Special District legislation for SIRWCD  requires the this certification, SIRWCD will have to seek the legislative changes to remove this provision. Through the years, the legislature has accumulated a series of recommendations for updating Special District’[s entitlements. Generally triggered when a special district applies for any legislative change, when SIRWCD pursues any legislative change, the simple changes sought will be come more complex, even possibly to the extent of requiring one person, one vote as opposed to the District’s one acre, one vote rule.

City water approved for Janco property RV report?

     Paul Thomas stated in his letter to SIRWCD, a copy of which he sent to The Jupiter Farmer, that his property, now zoned for a RV Resort, has already been approved for city water. The Jupiter Farmer is not sure that it is so; it will be researched before the JFR meeting, Thursday, November 12.

This is the first meeting of the Board of Supervisors since they voted to seek necessary legislative changes to be able to respond positively in case Jupiter Farms residents wanted city water and   sewage systems.
  
As individuals and as SIRWCD, they have said that they would revisit this issue in the next regular monthly Board meeting which is tomorrow night.
  
Jupiter Farms needs as many residents at this meeting as possible. Even though twice before SIRWCD has received the information that the community is over-whelmingly opposed to SIRWCD’s proposed action, we need once more to bring this message to SIRWCD’s Board of Supervisors.
